The Defense Department plans to end a competition for a communications satellite contract, saying it will instead issue guidelines for a new, scaled-down version of the multibillion-dollar program. A new request for proposals will be issued this week for the Transformational Satellite Communications program. Defense contractors Boeing and Bethesda-based Lockheed Martin were competing for the original contract, which could have been worth up to $20 billion.
